The Highway project’s management is its contracting authority. Its environmental and social measures will be implemented by APIX’s social and environmental unit (USE), notably the Project’s Office which will be based in Pikine.
This unit will be supported by the local liaison committees (LLC) the principal tasks of which will be to represent the authorities of the project, inform and sensitize the PAP, redirect issues relative to the negotiation of compensation allowances, to the USE, gather and process complaints and conduct intermediation with the project’s structure. The project will facilitate the formation of city dwellers’ rehousing committees (CCR) which can be put in place before the resettlement, to enable them to participate actively in the process as representatives of the PAP and in collaboration with the LLC.
The populations were displaced and resettled with the support of communication agencies and NGOs which assisted the Operational Group (under the control of the Ad Hoc Committee for the evacuation of the right-of-way corridors, chaired by the Interior Ministry) and the reconciliation commission chaired by the Governor, in all operations concerning the evaluation and payment of maintenance expenses. Thus, the right-of-way corridors have already been evacuated, households resettled and economic activities satisfactorily pursued on other sites. Â
