Objectives

The project consists in developing the servicing of a strategic road of the region of Dakar. Indeed, the recurrent congestion problems, the land-use planning needs as well as the development requirements of the economic sectors constitute the key elements that justify the activation of a highway link in this corridor essentially connecting the 4 major poles : Dakar, Pikine, Diamniadio and the new International Blaise Diagne Airport.

To reduce the share of the public budget in road investments, the government envisages resorting to private financing to ensure a more rapid mobilization of the capital required for the construction of infrastructure.

In this regard, the Senegalese Government intends to install a toll on the future Dakar- Diamniadio-Thiès highway, as is the case in some European and African countries, with the objective to collect additional resources paid by users in exchange for the economy of time, the comfort, security and the reduction of operating costs they enjoy.

By implementing this project, the Government seeks to :

  • ensure a rapid movement of goods and persons to and from  Dakar ;
  • facilitate a connection between the new International Blaise Diagne Airport, Diamniadio, the centre of Dakar and the future Business Centre planned to be built on the present  Léopold Sedar SENGHOR airport site
  • promote an urban and rural development policy outside the saturated areas of the Cap-Vert peninsula by creating new economic poles in the east of the country
  • participate in the sub-regional integration policy which takes into account the realization of major transportation corridors (ex Dakar, Bamako, Dakar-Conakry, Dakar-Tangiers etc.)
  • ensure the servicing of the new Integrated Special Economic Zone located in the rural community of Diass
